At what point, if at all, does actively disrupting the navigational systems of non military civilian airplanes constitute an 'attack'. Are you comfortable that you or your friends might board a plane destined for a flight across the Baltic region which might have navigational systems disrupted by active Russian electronic interference. When does this become unacceptable behaviour?
