Try to descale the ball as much as you can first - grinder, flap disk/wirebrush (needlegun would be best) then play heat on the outermost parts of the arm trying to keep the heat away from the ball as much as possible.
Try to get the ball in the opposite position to where it is now, descale again then it should free off with a bit of work

Once it starts moving, keep tapping the arm to get the black dry rusty sh!t out of the housing

We had a top link like that, left it in diesel all winter. Eventually it moved with a crow bar and hammer.

Heat the arm to make it expand, not the ball

And use a blue flame until the arm is glowing red. You might as well pish in the snow if you're just covering things in soot off a yellow flicker

Remember, nothing is siezed if it's liquid

I'd clean up the bits I can get to, then put a bar through and keep smacking it hard with hammers. No.4 copper on the ball itself and a 3 or 4lb long handle one on the bar.
The top one might have some joy using a pointy bar as a chisel.

Eventually give up, cut them off and get a pair of weld on replacements!

Heat it up and melt candle wax into it, works well on seized threads , got me out of trouble scores of times

I got a bar through thr other one and reversed against the shed stansion.
This one is turned round do a bar wont go in. I got tip of bale spike in but just bent it

Cut the buggers off and weld on some hook ends

Heat the whole thing and quench as fast as you can with a bucket of cold water: often cracks the bond.
