What to heat, the ball or the arm?

Try to descale the ball as much as you can first - grinder, flap disk/wirebrush (needlegun would be best) then play heat on the outermost parts of the arm trying to keep the heat away from the ball as much as possible.
Try to get the ball in the opposite position to where it is now, descale again then it should free off with a bit of work

Once it starts moving, keep tapping the arm to get the black dry rusty sh!t out of the housing (y)

If i could move it, it wouldn't be siezed, would it?

Big hammer!

I'd clean up the bits I can get to, then put a bar through and keep smacking it hard with hammers. No.4 copper on the ball itself and a 3 or 4lb long handle one on the bar.
The top one might have some joy using a pointy bar as a chisel.

Eventually give up, cut them off and get a pair of weld on replacements!
Cant get a bar through!!
I got a bar through thr other one and reversed against the shed stansion.
This one is turned round do a bar wont go in. I got tip of bale spike in but just bent it
