Japan has gone through more than two decades of contraction. It cannot survive another two decades of such a trajectory. The native population is simply dying off, because of very low birth rate.
They either get their breeding act together pretty smartly, or die out as a race of people. AND in the meanwhile, bring in a LOT of furriners, to keep the country running.
