Marking Over A Picture

Members will often put up a picture up which has been marked to particularly indicate something within it, an arrow perhaps

My question is: how do they do that? The only way that I can think of is to print out the picture, suitably mark it and scan it back into the computer, so that it can be uploaded.

edit on you phone - iphones have a feature called “markup”

On Windows, hold down the windows key, shift and S at the same time, then use the mouse to drag a box around what you want to picture, then a box will appear in the bottom left called snip and share asking you to click on it to markup or edit what you have just selected, like this:
